Introduction

The Parish Council is a statutory body which can only act with the powers invested in it by law, is demonstractically elected and the closest tier of local government to the community it serves. The Parish Council is the lowest tier of local government administration for the civil parish of Long Sutton and Well and is under Hart District Council and Hampshire County Council.  It is a different body to the Parochial Church Council (PCC) which is the body responsible for the village Church of All Saints.  The Parish Council of Long Sutton & Well has five elected Councillors who serve for a period of up to four years.  The last election was held on 5 May 2022. Parish Councils do not have statutory responsibility for services such as waste collection, street parking, traffic regulation, environmental health, street trading, planning and building control, licensing, housing, education, development control or social care functions for the area that they represent.  Statutory responsibility for the discharge of those functions rests with the other types of local council.  Powers & Duties of Parish Councils explained (PDF). The business of the Parish Council is primarily decided during its bi-monthly meetings which are usually held on the fourth Thursday during the months of January, March, May, July, September and November.  Additional meetings are called when required.  The meetings start at 7.30 p.m. and are held in the Long Sutton Village Hall.  Agendas, detailing discussion topics, are issued 3 clear days prior to the meeting which are open to members of the public. The Parish Council also organises the Annual Parish Assembly.  This takes place between 1 March and 1 June and is an opportunity for all residents to meeting to review the year and discuss current issues in the community.
